Session 1-A Law Enforcement Track – Source Identification Speaker: Todd Merlina, National Liquor Law Enforcement Association (NLLEA) Source investigations are a tactic that uses criminal and administrative investigative techniques to determine where alcohol was purchased and/or consumed when an alcohol-impaired driving or underage drinking and driving crash has occurred. Source Investigations are conducted by law enforcement agencies to reduce alcohol-impaired driving crashes that may result in injuries and/or deaths. Alcohol Beverage Control (ABC) and local law enforcement departments routinely work together on cases that involve alcohol-related fatalities. These investigations allow ABC investigators to determine the source of the alcohol, where it was purchased and/or consumed when an alcohol-impaired driving crash has occurred. Speaker: Sergeant Ray Blake, Nitro Police Department Speaker: Retired Captain Ron Smith, WV Governor’s Committee on Crime, Delinquency, and Corrections Speaker: George Rader, Poca Police Department The Prevention Resource Officer (PRO) Program is a cooperative effort between schools and law enforcement to improve student’s attitudes and knowledge of criminal justice and law enforcement; prevent kids from committing crimes; mentor youth with law enforcement officers to provide a safer school environment; and combine safety and child advocacy, thereby ensuring a better school experience for all West Virginia students. PROs work hand in hand with prevention advocates and the regional Prevention Lead Organization (PLO) to fulfil the programmatic goals. Session 2-A Law Enforcement Track – COVID 19, Beyond the Pandemic Speaker: Kym Laube, HUGS, Inc. It is no secret COVID-19 took its toll, loss of life, loss of opportunity, loss of time. But what does this mean for future generations and our field as we continue to face unmet mental health and substance use disorder needs? Suicide, overdose deaths, treatment demands all at staggering numbers and yet continue to climb. Stigma, prolonged grief disorder, fatigue and burnout have riddled our system of care, yet we need to stay in this fight, but it is different out there. In this workshop we will: Learn how COVID 19 has impacted youth and future projections, Increase tools to meaningfully engage youth and adults in prevention and intervention efforts, Apply the principles of GRIT- Gratitude, Resilience, Interest, Truth, Foster Leadership in yourself to empower others. | Pine First Floor | |
Session 2-B Prevention Track – Lambi Learns about Addiction Speaker: Trish Luna, Author Lambi Learns about Addiction is not just a book, but a tool that helps kids understand about the disease of addiction and how it is not their fault. It offers a variety of coping skills, such as the ability to identify and express feelings in healthy ways, mindful breathing, and the importance of play and fun. This gem especially helps youngsters to realize that they are not alone. This session will help the attendees learn more about how this prevention method works to help kids during a traumatic event by equipping the law enforcement or youth service professional with visual and tactile aids to reduce or eliminate additional emotional distress at the initial time of contact. | Hawthorne/Birch First Floor | |
Session 2-C DUI Simulator and BATmobile Speaker: Dan Pickens, West Virginia Alcohol Beverage Control Administration Speaker: Corporal Kenneth (K.J.) Varner, II, West Virginia State Police DUI Simulator Program: The DUI Simulator Program provides drivers with the opportunity to experience various driving conditions, scenarios, and hazards (ie. rain, snow, etc.) while safely operating a simulation system. With enhanced graphics and a driver’s seat that moves in reaction to the course, the operator experiences the challenges resulting from increases in the blood alcohol content (BAC) level. As the driver operates the simulator, the machine changes the steering and braking resulting from the impact of alcohol on a person’s reaction time, hand eye coordination, and fine motor skills. The various road courses and designs are similar to the settings in West Virginia. The program also includes a classroom lecture. WVSP BATmobile: The BATmobile program is funded through the Commission on Drunk Driving Prevention. There are two (2) BATmobiles that serve the state. One serves the northern portion of the state while the other is assigned to the southern portion of the state. The BATmobiles are mobile DUI field sobriety and DUI checkpoint units that are utilized by the West Virginia State Police (WVSP). The units are available for WVSP, County and Municipal DUI/sobriety checkpoints and are operated by an assigned WVSP Trooper. The BATmobile contains Wi-Fi, an Intoximeter (West Virginia’s Secondary Approved Chemical Breath Testing Instrument), computers, workstations, and other state of the art equipment that allows for the full processing of DUI arrests on site & the calibration of Preliminary Breath Testing Devices. The BATmobile’s are also utilized at Impaired Driving Prevention events around the state. Speaker: Commissioner Matthew Christiansen, WVDHHR Bureau for Public Health Speaker: Sheriff Brad Ellison, Wyoming County Sheriff’s Department Speaker: Dr. Lindsey Acree, University of Charleston School of Pharmacy Speaker: Jostin Holmes, WV Office of Drug Control Policy This session will focus on two substances that have terrorized communities not only in all of West Virginia’s 55 counties, but also nation and worldwide. Xylazine and fentanyl drug mixtures place users at a higher risk of suffering a fatal drug poisoning. Xylazine, also known as Tranq, is not an opioid, so naloxone (Narcan) does not reverse its effects. Still, experts always recommend administering naloxone if someone might be suffering a drug poisoning. This is due to most illicit substances are found to be mixed with fentanyl, an opioid, creating a polysubstance. Individuals who inject drug mixtures containing xylazine also can develop severe wounds, including necrosis—the rotting of human tissue—that may lead to amputation. | General Session Room (Balsam/Maple) Lobby Level |
